Position Overview

 The Systems Engineer IV provides detailed analysis, reports, advice, and designs on all related new systems or system upgrades to existing system components. Provides expertise in requirements analysis, component selection, risk assessment, design, implementation, integration, test, post-delivery support. Prepare and review technical documentation; lead and participates in design reviews, teleconferences, meetings and discussions. Interact with vendors, contractors and customers. Travel as required both stateside and overseas.

Primary Responsibilities/Tasks

  •  Leads requirements analysis, requirements definition, requirements management, functional analysis, performance analysis, system design, detail trade studies, CONOP development, systems integration and test (verification), validation and interface definition studies of system, subsystem or system elements.
  • Researches and analyzes data, such as vendor products, COTS components, GFE/CFE, specifications, and manuals to determine feasibility of design or application.
  • Effectively chooses the appropriate standards, processes, procedures, and tools throughout the system development life cycle to support the generation of technical engineering products Defines processes for technical platforms, system specifications, input/output and working parameters for hardware and/or software compatibility.
  •  Identifies, analyzes and resolves system design weaknesses.
  • Develop technical risk assessments.
  • Develop system/sub-system design documentation.
  • Develop required Build of Materials (BOM)s
  • Lead the implementation of the approved design.
  •  Hands-on experience working with systems, software, and hardware in developing and implementing test plans and procedures.
  • Fulfill Test Director or Test Lead position during Acceptance Testing.
  •  Review CDRL documentation, (such as Training Material, Operator and Maintenance Manuals), for accuracy.
  • Prepare project close-out documentation, lessons learned, risk close-out and final project information storage, strategic and tactical planning.
  •  Travel required (Up to 40%) to both State side and Overseas locations.

Qualifications / Skills

  • 8 + years of experience in Systems Engineering.
  •  Bachelor’s degree in an Information Systems or Engineering discipline
  • Strong troubleshooting skills
  • Strong verbal and written communication skills
  • Experience using Microsoft Visio and other Microsoft Office products
  • Demonstrated experience working at all levels of the test and integration process, starting with SW or HW component testing and completing in system level verification and validation activities.
  •  Systems Engineering certifications preferred.
  • Software programming preferred.
  • Previous work history with any of the Training and Instrumentation systems under the PEO STRI umbrella is preferred.
  • Demonstrated success working individually or as part of a team.

Expands Leadership Team for Performance Based Growth

Dave Balleweg, a 30+ year professional with executive level leadership and independent consulting experience, has a successful track record across the full program lifecycle. Wells Barlow is a career Army officer with nearly 30 years of communications, command and control, IT and training systems experience and more than ten years in industry as a senior executive and business development manager with a variety of high tech companies such as SAIC, Carley Corporation, PAE and IDSI.  He has nearly two decades of Department of Defense acquisition and program management experience involving complex IT programs.  Barlow is results-oriented providing solutions on time and within budget.  He is successful in working with any organizational level at any size with divergent interests; coordinating complex issues; setting requirements; establishing goals; achieving desired outcomes and determining customer priorities.  As Chief Programs Officer, Barlow will continue to oversee AITC’s programs especially with the U.S. Army.

Humberto Ravelo, is a veteran with more than 30 years experience in the government and civilian sectors.  Ravelo has diverse leadership skills, including extensive operations expertise, program management, and has worked as a design/systems engineer.  He has more than 15 years of experience in Army-specific mission support, with an emphasis in training and simulation.  Ravelo was promoted to Chief of Corporate Development.

USAISEC expertise powers cutting-edge 2nd Infantry Division cyber operations center

CAMP HUMPHREYS, South Korea — For many Americans, the Korean War may seem like distant history, as the armistice that ended hostilities was signed in 1953. However, for the Soldiers of the U.S. Army 2nd Infantry Division, or 2ID, the potential for large-scale conflict on the Korean peninsula is far from a schoolroom memory — it’s a reality they live and breathe every day.

The 2ID, based in South Korea, is tasked to defend our allies, deter North Korean aggression and, if necessary, be ready to “fight tonight.” To accomplish its mission, 2ID relies on the U.S. Army Information System Engineering Command, which designed and managed the command, control, communications, computers, cyber and intelligence, or C5I, fielding within the state-of-the-art secure operations center where those capabilities come together.

End-to-end management

Part of the U.S. Army Communications-Electronics Command, USAISEC has extensive experience providing engineering support to enable mission command of the Army and joint warfighters. However, the operations center was the first time the command created a project management office from the ground up, overseeing the C5I design, implementation, integration and sustainment process from beginning to end, according to Project Manager Rob Wellborn.

“You’re taking a bunch of infantrymen and telling them, ‘Here’s what you have to do for project management oversight,’” he said. “To ensure project success, the USAISEC team worked hand in hand with the 2ID transition cell and deputy chief of staff to involve them throughout the entire project.”

Camp Humphreys rises

The project’s origins date to 2004, when the United States agreed to relocate the bulk of its forces in South Korea from the Yongsan Garrison in Seoul to Camp Humphreys, 40 miles south. Over the next decade, Camp Humphreys expanded to more than 34,000 personnel and added 680 buildings, including a new 2ID headquarters, Freeman Hall, in which the operations center is located.

In 2014, the U.S.-Republic of Korea C5I Joint Working Group asked USAISEC to deliver the C5I infrastructure needed for 1,425 U.S. and Korean intelligence, operations and cyber warfighters. The total project called for five secure compartmented information facilities, or SCIFs, on Camp Humphreys. Two have been completed, including the Freeman Hall operations center, while the remaining three are scheduled for completion in 2021-2022.

DevOps design

Inside the operations center, 175 2ID Soldiers operate complex, multi-level audio-visual systems that transport data around the facility and provide a common operating picture of 2ID and enemy activities. For the design process, USAISEC borrowed a concept from software development known as DevOps, which focuses on close collaboration with actual users.

“We were involved with the users from the beginning, interviewing them on how they needed to use visual information systems to accomplish their wartime mission,” Wellborn said. “It was an iterative process to ensure the center was exactly what they were looking for, and it hit the mark right in the bullseye.”

Complex coordination

The project required intense cooperation among numerous parties. For example, the Army Corps of Engineers coordinated construction by both Korean and U.S. contractors. After construction, bringing the facility online in 2018 required input from the Camp Humphreys Network Enterprise Center, the Defense Information Systems Agency, various civilian and military intelligence agencies, and more.

Despite these challenges, the project came in on time and budget at $9.6 million thanks to careful management, said Deputy Project Manager Ricardo Alonzo. “As the project evolved we got greater cost fidelity on efforts and materials,” he said. “That enabled us to refine the cost and reinvest the savings into the project.”

Today, USAISEC continues to provide on-site technical sustainment for the center, one of 18 mission command center modernization projects USAISEC is supporting worldwide. The center has become the central hub for 2ID cyber and intelligence operations and a showcase tour stop for visits from dignitaries and VIPs. In the future, the USAISEC team will continue to capitalize on its successes with 2ID to ensure the cyber warriors in the remaining SCIFs are equally satisfied with their C5I capabilities.

AITC Recruits Top Talent for QA Specialist

AITC has recently recruited Paula Silvia to the team as a Quality Assurance (QA) Specialist.

Ms. Silvia brings more than 30 years of quality assurance and process improvement expertise to AITC.

She has contributed to seven successful CMMI SCAMPI-A appraisals, including AITC’s recent achievement of being appraised at CMMI-SVC Maturity Level 3, where Ms. Silvia served as an appraisal team member.

Prior to joining AITC, Ms. Silvia held positions supporting both private companies and government agencies, ranging from small software start-ups to large well-established organizations, such as Banyan Systems, Motorola, EMC Corporation, the Department of Defense (DoD), and the Centers for Medicare and Medicaid Services (CMS). In these positions, she has received several awards and recognitions for her outstanding achievements in process improvement.

Project will Enhance Headquarter Training Capabilities and Expand Physical Footprint to Replicate Battlefield Environments and Medical Evacuation Platforms for Medical Training

The U.S. Army Program Executive Office for Simulation, Training and Instrumentation (PEO STRI), Joint Project Manager for Medical Modeling and Simulation (JPM MMS) has awarded Advanced IT Concepts (AITC) with a contract to support the relocation and outfitting of the ACME Training Facility at NATO Supreme Headquarters Allied Powers Europe (SHAPE) Special Operations Headquarters (NSHQ), Mons, Belgium.

AITC is a certified 8(a) small business systems integration and information technology (IT) firm that provides solutions and services, such as training and simulation support to the federal government and public sector markets. The ACME Training Facility will be enhancing their training capability by expanding their physical footprint and providing simulation that tightly replicates the different battlefield environments and medical evacuation platforms, in which medical training could be performed. 

AITC will procure, install, integrate and operate the Medical Training Command and Control (MT-C2) system software, leveraged as Government Owned Training Software (GOTS), with Commercial off the Shelf (COTS) hardware, defined in the MT-C2 Technical Data Package (TDP) as designed for the Medical Simulation Training Centers (MSTCs).

AITC teamed with Design Interactive (DI) to provide an optional C130 medical simulator at the ACME Training Facility.  DI specializes in building adaptive training systems and user interfaces.  Additionally, DI and AITC have an existing partnership at the Transport Medical Training Laboratory (TMTL) in San Antonio, Texas, where they developed the helicopter medical simulation and AITC is operating and maintaining the training systems.

AITC was recently awarded an Indefinite Delivery Indefinite Quantity (IDIQ) contract by the Naval Air Warfare Center Training Systems Division (NAWCTSD) in Orlando, Florida to support the Global Peace Operations Initiatives (GPOI)/Building Partnership Capability (BPC) efforts.  The GPOI/BPC program supports building the framework to furnish international customers with a wide range of support to fulfill United Nations (UN) peacekeeping requirements.  With the rapid rise in the number and complexity of peace operations since the 1990s, this has increased the demand for well-trained and equipped peacekeepers.

The primary objective is to assist partner country efforts to build sustainable, indigenous peacekeeping training capacity.   The NAWCTSD International Programs Directorate has been chartered by the Naval International Programs Office (NIPO) to support the development and execution of GPOI/BPC requirements for benefiting nations.

As part of the requirements, AITC will provide upgrades to infrastructure and solutions to training capability and classrooms worldwide, but within United States Government (USG) partner country locations.  Delivery Orders have already begun being released for designated countries within the Geographical Combatant Commands: Africa Command (AFRICOM), Central Command (CENTCOM), European Command (EUCOM), Indo-Pacific Command (INDO-PACOM), and Southern Command (SOUTHCOM) to perform delivery acceptance tasks, conduct inventory, and perform equipment procurement, configuration, integration and testing, as well as installation services.  Some of the solutions proposed can include, but are not limited to: Driving Simulators, Classroom Equipment, Multi-Media Language Labs, Language Software, Medical Training Environments and Equipment, Audio Visual and VTC Solutions, Field Radios and Antennas, Hand Held and Base Radio Upgrades, Smart Boards, Power solutions, Server and Desktop Computing and Communications Equipment.

Position Overview

The Senior Network Engineer/Architect will have diverse and extensive practical and working experience as a telecommunications specialist developing, designing, integrating and installing complex network systems including knowledge, skills and abilities in the following areas: long term network planning and upgrade, expertise in IP, and optical test network assessments, optical fiber infrastructure assessment networks scalability and security, encryption techniques and protocols, theoretical and practical knowledge of network equipment, configuration, integration and testing, open systems standards architectures, hardware capabilities and configuration, network design verification and validation, installation, information assurance (RMF).

Primary Responsibilities/Tasks

  • Develop network architecture that effectively supports the customer’s objectives, service-level and availability requirements, Information Security and other technology parameters.
  • Gather operational requirements from clients to be used in the planning, forecasting, designing and securing of the enterprise network, including wide area and local area networks.
  • Plan, design, implement and optimize the network infrastructure
  • Produce topologies of complex, large-scale, converged network designs.
  • Communicate the network strategy, architecture and procurement opportunities to management through well written documents that capture the benefits and value provided.
  • Analyze technical needs and requirements, and provide recommended course of action for meeting customer objectives.
  • Develop multiple Course of Actions to functional problems and reduce abstract ideas to easily understood procedures.
  • Research methods, best practices, standards-based architecture and design philosophies to assure the overall health, security and scalability of the network.
  • Isolate problems, restore services, and determine the root cause of incidents.
  • Analyze, interpret, and present research findings required including technical analysis of requirements in an effort to properly scope and cost projects across the network lifecycle.
  • Perform other related duties as assigned by the Program Management Office.

Qualifications

  • 8 -10 years of IT system and network administration experience working in a globally distributed infrastructure

Position Overview

Primary ongoing responsibility is for management of projects. Focuses on meeting project commitments, including communications with client. Spends significant time on project management responsibilities. As assigned, lead or assist in the planning, implementation and introduction of projects for new systems and technologies.

Primary Responsibilities/Tasks

  • Lead planning and/or implementation of projects. May participate in the design and/or testing phases.
  • Facilitate the definition of project missions, goals, tasks, and resource requirements; resolve or assist in the resolution of conflicts within and between projects or functional areas; develop methods to monitor project or area progress; and provide corrective supervision if necessary.
  • Responsibility for assembling the project staff; for their technical or functional development, performance, and/or termination during the project or projects.
  • Manage project budget and resource allocation.
  • Facilitate the definition of service levels and customer requirements. Interact regularly with existing or potential clients to determine their needs and to develop plans for improving delivery. Advocate on behalf of clients and represent clients’ needs as appropriate to senior management. Work cross-functionally to solve problems and implement changes.
  • Follow a defined, agreed upon project management methodology.
  • Present oral and written reports defining plans, problems, and resolutions to appropriate levels of management.
  • Reviews goals, accomplishments, and overall team performance at key stages.
  • Provide mentoring, coaching and direction setting to team members. Ensure project team and staff training and development.

Incumbent is expected to perform all duties listed and may be required to perform additional position-specific duties.

Qualifications/Technical Skills

  • Minimum 5 years of increasingly responsible experience, including experience successfully managing various projects. Outstanding grasp of information technology concepts and processes. Demonstrated aptitude for effective leadership of staff. Bachelor’s degree preferred.
  • Thorough understanding of project management phases, techniques and tools:
    • Initiate
    • Prepare: definition/scope/requirements
    • Execute & Control: scope, workplans, resources, deliverables, Q/A, transition planning, etc.
    • Close: completion and assessment
  • Strong and tested project management skills, including risk management.
  • Understanding of IT

  • Understands how and when to make a choice; how and when to escalate issues to higher levels. Analyzes the risks and future impact of decisions.
